The Regional Administration in Salzburg

Of the three state powers legislation, jurisdiction and administration, the latter is particularly important in everyday life. A difference is made between administration for the implementation of laws (official activity) and the administration of private industry, in which a whole range of services, economic affairs and measures in the sphere of social and health services are taken care of. The land Salzburg is also responsible for the administration of hospitals – St. Johanns-Spital (the Landeskrankenhaus, general hospital), the Christian Doppler Clinic, St. Veit general hospital, the Institute of Sport and Medicine, institutions under the jurisdiction of land Salzburg, employing about 6,000 members of staff.

On a regional organisational level differences can be made between the offices of the regional government, the district governors’ offices, the special administration authorities and the municipalities. The office of the Salzburg Regional government headed by the regional director comprises both the official institutions as well as the providers of service and economic administration. In contrast to jurisdiction which is carried out by independent (not subject to directives), permanently employed and non-transferable civil servants (judges), in the administration there is so-called directive cohesion. This means that there are institutions which are authorised to issue directives and institutions which are subject to directives. Regardless of the fact that independent decision-makers are increasingly being created who are not subject to directives. This applies in particular to the independent administrative senate which in a state under the rule of law has an important supervisory function (checking files of the state administration).

In order to be nearer to the citizens, administrative activity is carried out in many spheres by the district administrative authorities. In the capital Salzburg, as a city with its own status, this is the mayor with the city council; in the remaining districts (Salzburg-periphery, Hallein, St. Johann im Pongau, Tamsweg and Zell am See) it is in all cases the district governor or the woman district governor with the district authorities.
